











Westville Case Study:
The Warm Homes Social Housing Fund is a government-backed scheme designed to improve the energy performance of social housing, helping properties reach an EPC rating of C through a range of retrofit measures. These include insulation, solar energy and renewable heating systems, with government funding matched by the council.
Following a successful tender process, Broxtowe Borough Council awarded Westville a three-year contract to upgrade homes across the district. The programme initially planned to improve 300 properties, with numbers since increasing following the council’s successful bid for additional funding.
Westville is delivering a turnkey retrofit solution, including retrofit assessments and co-ordination, solar PV installation with GSM monitors, loft insulation, loft lighting, smoke alarms and comprehensive ventilation upgrades.
Due to the nature of the funding scheme, year 1 was delivered within a condensed programme, with works starting on site in January 2026 and completing in spring.
Despite a challenging first quarter, including prolonged wet weather, the team successfully delivered improvements on-time and to the highest standards that are already making a noticeable difference to residents.
Scheme Manager & Scheme Administrator
Barry and Emma play key roles in the smooth delivery of the Warm Homes Social Housing Fund programme across Broxtowe.
As Scheme Manager, Barry is responsible for overseeing installations on site, managing health and safety, carrying out quality checks and ensuring each property is ready to be handed back to the council once works are complete. He also works closely with residents throughout the process, answering questions and helping them feel informed and reassured while work takes place in their homes.
As Scheme Administrator, Emma supports the programme from the initial tenant induction stage through to arranging installer appointments and keeping communication flowing between residents, installers and the wider project team. Once works are complete, Emma collates the required photo evidence, documentation and guarantees for each property, helping ensure every home is fully recorded and compliant.
Together, Barry and Emma provide the essential on-site and administrative support that keeps the programme moving efficiently, while ensuring residents receive a professional, respectful and well-managed service from start to finish.
For the Warm Homes Social Housing Fund Year 1, Westville completed solar PV installations to 77 homes and loft insulation improvements to 53 homes, helping residents benefit from lower energy costs, improved comfort and more energy-efficient homes./
As the programme moves into Year 2, Westville continues to transform homes across Broxtowe while helping residents benefit from warmer, more energy-efficient living environments.
Following the work completed in Year 1 of the Warm Homes Social Housing Fund, the total estimated energy bill savings amount to around £500 per year for each household.*
Across the programme, the measures installed are expected to save residents approximately £64,800 collectively each year, while also reducing carbon emissions by an estimated 145,400kg CO2 annually.**
A key priority throughout the programme has been keeping disruption to a minimum. Works were completed on site within two weeks per property, allowing residents to benefit quickly from the improvements.
Many residents have reported immediate savings on their energy bills following the installation of solar PV, as well as a noticeable improvement in warmth and comfort after loft insulation top-ups were completed.
The first 20 residents surveyed gave 99% customer satisfaction for the service they received, with many highlighting both the quality of the work and the positive impact on household running costs.
