Improving the energy efficiency of homes in the Bassetlaw district

The Project.

The Warm Homes Social Housing Fund is a UK government-backed initiative created to improve the energy efficiency of social housing and support properties in achieving an EPC rating of C. Funding supports a range of retrofit improvements, including insulation, solar energy and renewable heating technologies, with government contributions matched by the council.

Following a successful tender process, Bassetlaw District Council appointed Westville to a three-year programme of works, running from 2026 to 2028 and covering several hundred homes across the district.

Westville provided a complete turnkey retrofit service, incorporating retrofit assessments and co-ordination, solar PV installations, loft insulation, cavity wall insulation and ventilation upgrades.

Challenges.

The first year of the programme was delivered within a particularly condensed timeframe, with work beginning on site in January 2026. The programme also faced difficult winter conditions, including more than 40 consecutive days of rainfall.

Despite these challenges, the Westville team successfully completed improvements to 58 homes during Year 1, delivering measures that began making a noticeable difference to residents.

Scheme Manager & Scheme Administrator

Barry Rodgers and Tracy Walkman were central to the successful delivery of the Warm Homes Social Housing Fund programme across Bassetlaw, supporting both the management of works on site and the resident experience throughout the project.

As Scheme Manager, Barry coordinated installation activity, managed health and safety requirements and carried out quality inspections to ensure completed properties were ready to be handed back to the council. He also maintained regular contact with residents, responding to questions, providing updates and helping ensure they remained informed throughout works within their homes.

In her role as Scheme Administrator, Tracy supported the programme from the initial tenant induction through to the scheduling of installer appointments. She coordinated communication between residents, installation teams and the wider project team to help each stage of the programme run smoothly. Following completion, Tracy also collated photographic evidence, project documentation and guarantees for each property, ensuring records were complete and compliance requirements were met.

By working closely together, Barry and Tracy provided the operational and administrative support required to keep the programme progressing efficiently, while ensuring residents received a professional, considerate and well-coordinated service throughout.

Results.

During Year 1, Westville installed solar PV systems to 58 homes and completed loft insulation improvements to 49 properties. These measures helped residents reduce household energy costs, improve thermal comfort and benefit from more energy-efficient homes.

Following the completion of the first year, the programme moved into Year 2, with Westville continuing the improvement of homes across Bassetlaw and supporting more residents with warmer, more energy-efficient properties and reduced energy bills.

The improvements completed during Year 1 of the Warm Homes Social Housing Fund were estimated to provide energy bill savings of approximately £1,105 per household each year.*

Across the programme, the installed measures were expected to generate collective annual savings of approximately £64,130 for residents, while reducing carbon emissions by an estimated 53,900kg CO2 each year.**

Resident delight is our delight

Minimising disruption for residents remained an important priority throughout the programme. Installation works at each property were completed within two weeks, helping households begin benefiting from the improvements as quickly as possible.

Residents reported immediate reductions in energy costs following the installation of solar PV, alongside noticeable improvements in warmth and comfort after loft insulation top-ups had been completed.

Feedback from the first 20 residents surveyed resulted in a 97% customer satisfaction score. Many residents highlighted both the standard of workmanship and the positive impact the improvements had made on household running costs.
